SBS licensing query

Background info:

I work for Southwark Mind (SM) which is a small charity that has a network
of 5 computers. Currently it is a peer-peer workgroup with Windows XP Pro
installed on each computer. Sometime over the coming year SM is considering
purchasing a basic server machine with SBS installed to act as a file /
email server.

I have signed SM up to the Microsoft Donation Programme so we can obtain
Office 2003 Pro for a new laptop at no cost. It is also possible to obtain
SBS through the programme. But the programme restricts organisations to
making only one order per year and each order must be for at least five
seats.

So we have decided to get an SBS license now, as part of the order we will
make over the coming days, in anticipation of purchasing a server later in
the year. However we also need to obtain a CAL add-on pack since it is
likely, for example, that I will access the office network over a VPN. And
so I need to resolve the following licensing query as soon as possible - my
boss would like to place an order before the end of the week.

User vs Device licensing:

I have already checked out the MS licensing documentation ('Licensing for
Windows Small Business Server 2003 R2' and 'Licensing FAQs') but I still
need to double check one point. The licensing webpage states:

"With device CALs, you acquire a CAL for every device... that needs access
to your server. With this option, any user can access the server on the
licensed device."

In our office any user should be able to access the server from any
computer, ie be licensed to do so and have a roaming account. As we have
over 5 permanent staff and several volunteers who also use the computers
(not all at the same time), I assume that using device CALs is most
appropriate for out needs (we have more staff than computers and only a
small number of computers).

I just need to check that when using device licensing we can indeed
create/use as many user accounts as we like (up to the 75 SBS limit)
provided that the users log into the server from a computer with a device
CAL.
