I dont know if its related to 36870 Event ID but when I try to open
Certification Authority from Administrative Tools
i receive an error massage:
"Cannot manage Certificate Services. The specified service does not exist as
an installed service 0x424 (Win32:1060)"

Thanks for updating.
Based on experience, when Event ID:36870 appears, at the same time you can
see the following:
Event ID: 1000 The Inetinfo.exe process repeatedly crashes
W32Time error
Server lost response
I found in your MPS Report, the only error is Event ID:36870. So you can
monitor the server to see if other error will occur. In addition, you can
rerun the CEICW to create a new certificate to see if the problem can be
resolved:
