Open Exchange System Manager and expand Global Settings. R-click Message
Delivery -> Properties. It's on the Defaults tab.

For incoming attachments, you have to set both the sending and receiving
limit to the same, or the lower limit will apply. I'm not sure if that's
true with the sending limit, but it's something to be aware of if you get an
unintended result.
