Do you set up the group policy on domain node? It's not local group
policy.Please do it on domain node,refer the document above.

If issue persists,Please manually set up the settings regardingTSuserhomedirectory andTSroaming profile first, to see if it work. to do so:

open active directory users and computers,select one user,double click the
user,go to terminal service profile tab,specify the profile path,it should
be network path,such as \\terminalservername\profile\username, you can
create a folder and subfolder on d:\profile\username in terminal server,and
share it as profile shared folder name.
and grant sufficient permission on this folder.

homefolder setting are similar.

If group policy still don't apply,Please Run command "GPRESULT /V

c:\gp.txt" and send gp.txt to me at v-ja...@xxxxxxxxxxxxx

Thanks for you help.

I tried both suggestions you made. With the group policy as well as
the individual users. I have a 2 folders on the D drive of the
terminal server and I have shared, mapped as a network drive and have
opened up the folders to everyone just to make sure I didn't have any
security issues. Niether option worked.

I get the following errors in the Ts event log
Windows cannot determine the user or computer name. (The specified
domain either does not exist or could not be contacted. ). Group
Policy processing aborted.

Windows cannot locate the server copy of your roaming profile and is
attempting to log you on with your local profile. Changes to the
profile will not be copied to the server when you logoff. Possible
causes of this error include network problems or insufficient security
rights. If this problem persists, contact your network
administrator.

I also get this one as well.
Windows cannot find the local profile and is logging you on with a
temporary profile. Changes you make to this profile will be lost when
you log off.

In the Home folder I have folder named windows with another folder
named system within that. They are both empty.

The GPO'S path were set as follows
\\appserver\home
\\appserver\profile

The individuals in active directory were set as follows under local
d:/home/rwolfe
d:/profile/rwolfe

When I log in it makes a temp folder under documents and settings on
the C: drive. I have tested this numerous ways but can't seem to
make it work.

Do you see anything that I am missing.
