Found this in Outlook Help
Change where personal addresses are stored
On the Tools menu, click Address Book.
1.. In the Address Book dialog box, click Tools, and then click Options.
2.. In the Keep personal addresses in list, click an option.
Note Microsoft Outlook stores personal addresses in the Contacts folder by
default.

We have a public Folder which has Address book, but there is no way to
