Hi Chris,
Thanks for posting in our newsgroup and also for Robert's input.
From your description, I know did the following:
1. You try to logon the server, you get "The local policy does not permit
you to logon interactively".
2. You logon to a workstation, run RWW and can successfully connect to
server with the same password and username (Administrtor's)
If I am off-base, please don't hesitate to let me know.
Please take the following steps to see if the problem can be reselved:
Step 1: The problem occurs when Group Policy was wrongly defined.
To do so:
1. Click Start, pointing to Programs, pointing to Administrative Tools, and
then clicking Local Security Policy.
2. Double-click the Local Policy branch to expand it, and then click "User
rights assignment".
3. Double-click "Allow Logon locally". Verify if the user "Administrator"
has permissions on them. If not, add "Administrator" to the policy.
4. Double click Deny log on locally policy, make sure administrator is not
listed.
5. Then please try again.
Step 2: If the problem still exists, please edit the Default Domain
Controllers policy (the policy affects all domain controllers). Expand
Computer configuration, Windows Settings, Security Settings, then find
Local Policies-> User rights assignment. Add the user "Administrator " to
the policy "Allow Logon locally" Also make sure administrator is not
listed in the item "Deny log on locally policy"
Step 3: This issue occurs if the user account that you use to log on is a
member of one or both of the following groups:
1. The Domain Power Users group
2. The Remote Operators group
To resolved, please take the steps in the following KB:

running Windows Small Business Server 2003 by using an Administrator account
