Well, there was no option to log into the domain so I used the original
administrator password that I set up.
I did all that you mentioned below and everything was set up correctly as
far as permissions go. What I ended up doing was create the database in a
different location then copy it to the database folder. I rebooted then the
fax service installed successfully after that.
Thank you for your help. Rebuilding the database solved the issue for me.

Hello Yancey,.
Thank you for kind update.
As you said "I am logged is as the local Administrator while in safe mode",
based on my knowledge, we do not have local administrator account in SBS.
Therefore, please try to logon domain admin to safe mode to try again.
Meanwhile, please locate on the C:\Windows\Security\database, open the
properties of the database folder, click security tap, ensure the domain
admin has full control permission of this folder. Then click advance
button, ensure you tick the option Inherit from parent the permission
entries that apply to child objects. Includ these with entries explicitly
defined here.
Then test again.
Thank you and have a nice day,
Best regards,
Terence Liu(MSFT)

| OK. I resterted in safe mode. There were no files located in the
| C:\Windows\security folder after rebooting in safe mode, just the
folders. I
| renamed the secedit.sdb to secedit.old, ran mmc and added the Security

selected

logged is

|
| I can open it if I create the secedit.sdb file in a different location
