As claus says recipient filtering should help.

If have exchange SP2 have you looked at IMF ?

To also trouble shoot you could always setup archiving (send all emails sent and recd to a specific mailbox) so you can see what emails are actually arriving.

Make sure there is an IT policy, all emails can be monitored etc.

Setup a user, so as to generate a archive mailbox (make sure you have a strong password on it)

Right mouse click storage group under exchange system manager and tick box archive and point to the new mailbox.

On the same page you will find "allow non-delivery reports". But if you uncheck it, legit senders that made a typo in the email address will not be notified that their email didn't reach the recipient.

Also, under the properties of the Message Delivery/Recipient Filtering, make sure the box "filter recipients who are not in the directory" is checked.
