The problem has been taken care of.
Thank you for everybody's help.
To following steps have resolved the problem:
In the Exchange System Manager go to the SMTP Protocol --> Default
SMTP Virtual Server Properties --> Access --> Relay.
I just had to specify my public IP address to allow relaying.

Based on my experience,I think The root cause is your smtp server have been
configured to require authentication,but your outlook 2003 and outlook
express authentication are not being configured on the client.
1.in the outlook 2003,in the internet E-mail setting(POP3) page,click More
setting,go to outgoing server tab,click to select "my outgoing server(SMTP)
requires authentication",then select "use same settings as my incoming mail
server",click OK.then click test account settings to see if it helps.

2.in the outlook express,configure Outlook Express to send authentication
credentials:
a.On the Tools menu, click Accounts .
b.Click the current user account.
c.Click Properties .
d.Click the Servers tab.
e.Under Outgoing Mail Server , click to select the My server requires
authentication check box.
f.Click Settings .
g.In the Logon Information dialog box, select one of the three following
options: · Use same setting as my Incoming Mail server. The authentication
credentials in the Incoming Mail Server option.
· Log on using. Type the user account and password of the current user.
· Log on using Secure Password Authentication. An authentication credential
is displayed every time a message is sent.
h. Click OK until the Internet dialog box appears, and then click Close .
i. Compose a new message and send it.

Furthermore,you can enable anonymous access on SMTP server,then client do
not need to send authentication credentials.to do so:
1.go to exchange system manager
2.expand servers,protocols,SMTP,default smtp virtual server
3.right click default smtp virtual server,click properties.
4.go to access tab,click authentication.
5.click and select anonymous access,click OK.
Note: Enabling anonymous access on the Exchange SMTP Virtual Server does
not allow the client to send messages to Internet recipients. This is
frequently referred to as relaying mail . For clients to relay mail by
using a default configuration for the Exchange computer, authentication
must be configured on the client.
