OK. I resterted in safe mode. There were no files located in the
C:\Windows\security folder after rebooting in safe mode, just the folders. I
renamed the secedit.sdb to secedit.old, ran mmc and added the Security
Configuration and Analysis snap in. Opened the secedit.sdb file and selected
the "Setup Security.inf" template. I get "Access is denied. Import Failed
Make sure that you have the right permossions to this object." I am logged is
as the local Administrator while in safe mode. So I rebotted into normal
mode, logged in as the domain admin and tried to rebuild the secedit.sdb
file. Again, I get the same Access Denied message. I have checked the
permissions on the file and the domain admin has full control.
I can open it if I create the secedit.sdb file in a different location that
the C:\Windows\Security\database.

Hello Yancey,.
Thank you for kind reply.
For the safe reason, I suggest we try to restart the computer to Safe Mode
and then do all the 8 steps.
Please do not hesitate to let me know if you have any further concerns or
questions regarding the issue.
Thank you and have a nice day,
Best regards,
