I am sorry for the delay.

I discuss the issue with my colleagues and get the following conclusion:

1. You can configure POP3 connector on SBS 2003 server for the 10 domain
users. When the user sends out e-mail, it first reaches your Exchange
Server and then sends out to Internet. When a user send e-mail to domain
user, it will get to Web Server( the MX record of mycompany.org is pointed
to POP3 provider). You can pull the mails with POP3 connector to Exchange,
the Exchange will route them to domain user's mailbox.

2. For the non-domain users, you need to configure POP3 account for there
Outlook. Their mails will not be send to Exchange server, they will be
directly sent out. They also pull e-mail directly from POP3 provider. In
fact, they don't depend on the Exchange server.
