Unable to login interactivly even at Console

Ok, so I feel kinda dumb, but I seem to be in a pickle here.

Yesterday I removed remote access (terminal services) and then re-
installed it in hopes of allowing more terminal server sessions on SBS
2003 (R2 I believe). Not only does SBS not seem to allow more than
two concurent connections via terminal services (what exactly are the
5 CAL's for then?), now I am not able to log into the box at all, even
with the administrator account on the system itself.

From what I can understand it seems that maby the GPO was corrupted,
or the administrator and all the users were removed from the "allow
logon localy" policy, I'm not really sure, but is there a way to reset
the GPO and or the security groups without logging onto the box?

I've tried to edit the local security policy for the server with the
adminpack, but I doesn't seem to allow me to connect to the domain
controller's local security policy.

Any ideas would be much appriciated
