Thanks for posting here.
Based on experience, the problem may be caused that anti-spam filter is
over-aggressively blocking messages from some senders. Please temporarily
disable anti-virus, anti-spam, content filter or firewall, etc and check if
the problem can be reproduced. You can also set the SCL ratings to a higher
level and see what will happen.
