Printer assignment is one of the functions of the Assign Applications wizard. It's hidden under the Advanced button. Note that it's machine-specific, rather than user-specific, so all users of a machine will share the same behaviour.

Rerunning the wizard for that machine and deselecting the printers option will turn off the automatic publishing in future.
