Open up Active Directory Users and Computers and disable "HTTP" / OWA on one
of the Exchange tabs for each user.
Don't kown of any other way other than using an ADSI script to group them
into a security group.

Because that doesn't solve my problem. I currently need to let have
some users have blank passwords, which are only accessible from inside
the network.
