Sounds like she does not have the "Right" to shut the computer down.
Accounts can be restricted from shutting down the computer
Is your sister logged into the computer as "Administrator". or Server
Operator.

My sister is having trouble shutting down/rebooting her 2003 SBS.
(I don't know SBS, and this is all by phone...her support contractor isn't
returning her calls.)
She said that all the options (for a radio button or whatever) result in
the button being grayed out, except the one for logging off the admin
account. If she logs off and logs back in, the problem is still there. So
she can't shutdown or reboot.
Only context is that it sounds like she's been having network problems,
and one of the options in the log off/shutdown/reboot dialog has to do
with installing updates.
