She said that all the options (for a radio button or whatever) result
in the button being grayed out, except the one for logging off the
admin account. If she logs off and logs back in, the problem is still
there. So she can't shutdown or reboot.
Only context is that it sounds like she's been having network
problems, and one of the options in the log off/shutdown/reboot
dialog has to do with installing updates.

Ask her what she sees in the event logs.....and whether she's using the
built-in administrator account. Also, ask her what happened just before this
problem reared its head.
It's going to be difficult to help her out by proxy, I suspect - she may
need to find someone else who can come in, if her usual IT person isn't
available.
