See if the instructions on the attached link help solve the problem: https://209.34.241.68/sbs/archive/2007/04/02/inbound-fax-routing-may-fail-due-to-the-exchange-intelligent-message-filter-imf.aspx

We use fax service in the SBS2003 R2. Since yesterday, the incoming fax could
not route to email, but we still can print and save to folder. When I check
the fax folder, all incoming faxes sit in Incoming folder instead of inbox
folder, and error shows routing error. When I check the Eevent view, the
error shows " Unable to route fax C:\Documents and Settings\All
Users\Application Data\Microsoft\Windows NT\MSFax\Queue\1C782CF30954A.tif to
the requested e-mail address.
The following error occurred: 0x80040211
This error code indicates the cause of the error.
Check the SMTP server configuration, and correct any anomalies.
For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp."
Many thanks in advance for your help.
