Thank you for kind update.

First, please let me know:
1. When you logon the problematic user account on the good user's computer,
does it have a same issue?

2. When you logon the good user account on the problematic user's computer,
does it have a same issue?

3. Does the client computer local account have the same issue?

I suggest we try the following steps to see if we can resolve this issue:

Step 1:
1. Right-click the taskbar, and then click Properties .

2. Click the Start Menu tab.

3. The option for Classic Start menu should be selected. Click Customize .


4. Under Advanced Start menu options , click to select the Display Log Off
check box, click OK , and then click OK .

Step 2:
1. Please run gpedit.msc on problematic computer

2. Extend Computer Configuration->Windows Settings->Security
Settings->Local Policies->User Rights Assignment

3. Double click Shut down the system option in right pane.

4. Add the problematic user account in the list. Click OK

5. Exit Group Policy editor and test this issue.

If we can not resolve the issue after we perform the above steps, please
kindly help me collect some information for further investigation:

1. Save the application event log and system event log as evt files on the
problematic machine and send to my mailbox: v-terliu@xxxxxxxxxxxxx

2. Please capture screenshots on the shutdown window and send the pictures
to me at v-terliu@xxxxxxxxxxxxx

3. Run command "gpresult > c:\gpresult.txt" on the problematic machine,
send the file c:\gpresult.txt to me.
