I understand that when you running the CEICW, the following error appears:

The wizard cannot set the DHCP scope options. Ensure that the DHCP server
service is running and that a scope is defined. Alternatively, disable the
DHCP service manually, and then configure your client computer IP address
properties. For more information about manually configuring client
computers, see Help and Support.

This issue has been address in KB 875422. Please check the scenario and
resolution description in this KB.

"The wizard cannot set the DHCP scope options" error message when you run
the Configure E-mail and Internet Connection Wizard in Windows Small
Business Server 2003

If the problem persists, I recommend you to temporary remove DHCP service,
run CEICW, install DHCP service, run CEICW again.

If you can success rerun the CEICW, please test whether the Monitoring and
Reporting can work fine after you rerun the CEICW.
