You can create a Public Folder to store all the contacts and then make enable it to show it as an email address book. Unfortunately I don't think you can make it the default for each user, since each mailbox has its own Contacts folder and that can't be removed.

How can I create a Shared Contacts folder accessible by all PC's on the SBS
2003 domain and make it the default contacts folder in all users' Outlook ?
