I created a group of computers in ISA that I called "x64 computers". Designated by IP address range. I then created a rule that gave them full access. Finally, I used DHCP reservations to make sure that my x64 computers were in that range.

Thanks for the reply. I disabled the RPC filter but it didn't change
anything about the symptoms. What kind of custom ISA rule are you suggesting
