From the description, I understand the issue to be: you can not detach the
Monitoring instance database and receive the error. If I have misunderstood
your concerns, please do not hesitate to let me know.
You may need to first restart the service MSSQL$SBSMONITORING from
services.msc.
It may be that there is a connection made to the database due to the fact
that someone had opened say the Usage report page or something. Pausing an
instance of SQL Server just prevents new users from logging in; users who
are connected to the server are not disconnected and they can finish tasks.
When you are detaching a database, you need to make sure that all users -
including you - are out of the database. Instead of restarting the service,
you can also run the following command in the OSQL prompt to disconnect the
existing connections:
ALTER DATABASE <databasename> SET SINGLE_USER WITH ROLLBACK IMMEDIATE
