Thank you for posting here.

Based on my research, this issue may relate to DNS or network connection
problem. I suggest we try the following steps to see if we can resolve this
issue:

Go through the follow KB and Rerun CEICW again carefully.

How to configure Internet access in Windows Small Business Server 2003

If the issue persists, please kindly help me collect some information for
further investigation:

Please use the Networking MPS report to collect the server event logs and
other configuration info:

1. Collect the MPS report on the Exchange server:

a. Go to the MPS Reporting tool download website:

http://www.microsoft.com/downloads/details.aspx?familyid=cebf3c7c-7ca5-408f-
88b7-f9c79b7306c0&displaylang=en

b. Download MPSRPT_Exchange.exe

c. Run the MPSRPT_Exchange.exe program. This will take quite some time to
generate its report.

d. A CAB file will be generated in the %systemroot%\MPSReports\Setup\Cab
directory called %COMPUTERNAME%_MPSReports_.CAB. The CAB file will contain
the reports generated by the MPS Reporting Tool.

e. Send the CAB (Zip) file to me at HYPERLINK v-terliu@xxxxxxxxxxxxx

2. Message Tracking log:

To enable Message Tracking:

Open ESM, on the General tab in the server's Properties dialog box, select
the Enable message tracking check box. After the issue is reproduced,
please wait about 15 minutes and then go to the message tracking folder and
collect the message tracking log for us.

By default, the message tracking logs locate under the folder:C:\Program
Files\Exchsrvr\servername.log

Please tell me the problematic recipient's email address.

3. SMTP log:

First, enable SMTP log on your Default SMTP Virtual Server.

a. Please open Exchange System Manager.
b. Right click on "Default SMTP Virtual Server" and click Properties.
c. On the General tab, please check the option "Enable logging".
d. Select W3C Extended Log File Format from the list below.
e. Click the Properties button. In the General Properties tab
