New users don't have roaming profiles any more

I'm running Windows 2003 SBS Server + XP Pro clients.
XP Pro Clients have been working off roaming profiles for years, no
problem.
Existing users have no problem either.
New user I create can log in but profiles won't roam any more.
Looking at the roaming profile folder nothing gets uploaded (profile
only remains in c:\documents and settings\profilename].
I've checked the profile path when configuring the new user.
Folder permissions seem fine as well.
I'm not using group policy for these new accounts so this should not
be an issue.
A possible smoking gun is that I installed IE7 on all client PC's on
the network recently.... Other than that the config has not changed.
Please help (about to get an ass whipping from the boss :)
