Outlook doesn't have rendering capabilities and that's the reason for the error. If you had plain text on the message, within Outlook, then you could fax without a problem. You'll have to use the Print option of the application to send the fax. Since you have a Word document and a tiff file, you'll have to print the Word document to the "Microsoft Office Document Image Writer" which will create a tiff file and then insert the other tiff file below that.
After that "print to fax"

Using SBS 2003 Shared Faxing through Outlook.
When trying to send a fax, I would like to use a word document as the fax
cover*** so I used the mail button in Outlook. I then added a .tiff as an
attachment and I get an undeliverable in my mail box.
The MS Fax transport failed to deliver the message to the recipient. Not
all attachments can be rendered.
I changed the mail format to .rtf and I tried different types of attachments
to no avail.
