Alternate to Shared Drives ?

Members what would be an alternate solution to shared drives.
Currently my clients simply abuse shared drives and use them as a dump
with no accoutability. Is SharePoint a better solution for document
sharing ? What about load on the SQL server etc ? All my clients are
on SBS 2003 enviroment.

Grumpy IT.
