Thanks for posting here.
From the description, I understand the issue is that you would like tomigrate your SBS to a new server(SBS2003),and you just need migrate the
mailbox. If I am off base, please don't hesitate to let me know.
To migrate SBS server to a new hardware, you can choose the following
methods:
1. To migrate SBS server data including AD information, user files,
mailboxes, SQL database and so on to a new SBS server box, you can refer to
the steps outlined in the following article to perform the migration.
Migrating from Small Business Server 2000 or Windows 2000 Server to Windows
Small Business Server 2003

*Note: The migration method doesn't allow the same Netbios name for the
source/destination servers and the destination domain name must be
different from the source domain name.
2. If you need to use the original server and domain name for the SBS 2003
box, you can refer to SBS MVP Jeff's web site http://www.sbsmigration.com/
for Swing method. Also, by this method is not necessary to manually
configure the clients because the new environment will use the original AD
information.
However, please note that this method is not supported by Microsoft.
you should use Exmerge.exe to export all mailboxes to pst files, and then
use Exmerge to import the mailboxes to the new server.
