Hi Hayden,
Thanks for posting here.
From the description, I understand the issue is that you have set up acontact with external address, but when you send mail to it,you get NDR. If
I am off base, please don't hesitate to let me know.
Let us refer to the following steps to troubleshoot the issue:
Note: to make the auto-forwarding rule work, we need enable auto-forwarding
on Exchange server. To do this:
a. Start System Manager.
b. Double-click Global Settings, and then click Internet Message Formats.
c. In the detail pane, right-click the Default object, and then click
Properties on the shortcut menu.
d. Click the Advanced tab, please ensure the option "Allow Automatic
Forward" is checked. If not, please check it.
the following is another method to achieve your goal
The steps to create server side forwarder rule using Outlook:
1. Open the user Outlook.
2. Click Tools->Rule wizard.
3. Click New.
4. Choose "Start from a blank rule", and select "Check messages when they
arrive", and then click Next.
5. Select the conditions according to you needed. And click Next.
6. Select the box next to "forward it to people or distribution lists", and
then click the link "forward it to people or distribution lists" in the
rule description box.
7. Choose the specific external email address from your contacts or
directly input the external email address in the TO field.
8. Click OK. Click Finish.
In addition, you can set more conditions to meet your requirements, that
can do a filtering operation with great flexibility. So you can do what you
want.

I appreciate your time. I am happy to be of assistance and look forward to
your reply.
Best regards,
