POP/IMAP not working

Couldn't get a reply in other thread...sorry for reposting...but still have
this issue. Thanks in advance for your help.

SBS2003 R2 (recently reinstalled)

Exchange working correctly for LAN and RPC-HTTP users, but the POP and IMAP
virtual servers aren't working. The Exchange POP and Exchange IMAP services
are both confirmed to be running. The virtual servers for each are started,
too. When I attempt to connect to POP by "telnet servername 110", I get:

+OK Microsoft Exchange Server 2003 POP3 server version 6.5.7638.1
(servername.internaldomain.local) ready.
user administrator
+OK
pass password
-ERR Logon failure: unknown user name or bad password.

This happens with several different accounts, not just that adminstrator
account. Each one is confirmed to be accessible via outlook using an
exchange setup and not accessible with the same username/password via
POP/IMAP.

Any ideas here? Maybe an Active Directory issue somehow? Validation
against AD for POP different than Exchange somehow?
