Rather than try to get around this restriction, I'd just get a copy of
Windows Server 2003 and use that on the second server. If you can get one
from Open License, you won't have to purchase Windows Server CALs, as
they're included with your SBS CALs. (Boxed product includes 5 CALs so it
probably costs a little more).
I think you're asking for trouble, or at best annoyance, if you try to
provide a quality user experience with two separate domains.

I have a small network running off of SBS 2003. My client wants me to
migrate
the development site to a new server. The new server also has SBS 2003 on
it.
I know from the past that SBS only allows for one SBS server within the
domain. Should I try to get around this by creating a new domain?
If so, will this create access problems (domains can't see each other), or
other problems? What would you suggest?
