Got it fixed and working great.
As it turns out, time.windows.com and time.nist.gov are not working from my
locale.
I set NTPServer to
132.163.4.101,0x1 132.163.4.102,0x1 132.163.4.103,0x1
and all works fine.
So all in all, I followed MS 816042 and added the above servers and the
problem is gone.
Glad you found the problem.
There have been quite a few reports about time.windows.com not working very
well for the past few days. I change my SBS's to use other NTP servers during
the setup process which is why I didn't see this.
SBS MVP Frank McCallister pointed me to this, which should be a useful source
for non-Microsoft time servers:
