From the description, I understand the issue is that the contact receive
the #5.4.6 NDR,If I am off base, please don't hesitate to let me know.

Let us refer to the following steps to troubleshoot the issue:

You receive an NDR with a 5.4.6 status code when you send a message to a
specific domain in Exchange

1. Verify whether a recipient policy is in charge of adding or assigning
a
Simple Mail Transfer Protocol (SMTP) address (to contacts or mail-enabled
users) that end in @sistercompany.com.
2. In the policy properties, select this SMTP address, and then click
Modify.
3. Click to clear the This Exchange organization is responsible for all
mail delivery to this address check box.

4.check the contact's email address,make sure the email address as
primary
is correct.

If issue persists,please add another contact from distribution list and
see
if contacts will all receive the NDR.
