Hi Richard,
Thanks for posting in our newsgroup.
From your description, I know that when you have backup, you get error:"Error: Could not access portions of directory System State\Registry. You
may not have permission to open the file, or the directory may be missing
or damaged. Please contact the owner or administrator." If I am off-base,
please don't hesitate to let me know.
Please take the following steps to narrow down this issue:
Step 1: Please try to have a clean boot. A Clean Boot will allow us to
isolate any device drivers or programs that are loading at startup which
may be causing a conflict with the backup program. To do this:
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
Step 2: Therefore, please temporarily uninstall all the anti-virus tools
and then reboot your system. Please perform backup tests to see if the
problem disappears.

Step 3: Please try to launch the built-in ntbackup utility (ntbackup) and
backup small files to the hard disk for a test. Can the backup process
finish successfully?
Step 4: Please turn off the Exchange 2003 writer. The Exchange 2003 writer
may cause conflicts with the Backup utility .
To do this:
1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then double-click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeIS\Parameters
System
3. Double-click the Disable Exchange Writer value.
4. In the Value data text box, change the value from 0 to 1, and then click
OK.
5. Quit Registry Editor.
6. Click Start, point to Administrative Tools, and then click Services.
7. Stop and then restart the Microsoft Exchange Information Store service.

Step 5: The problem may be caused the VSS, please install the following

If the problem still exists, please try to collect the following for
further research:
1. The backup log files in the "C:\Program Files\Microsoft Windows Small
Business Server\Support\Backup Logs" folder.
2. The backup log files in the "C:\Documents and Settings\SBS Backup
User\Local Settings\Application Data\Microsoft\Windows NT\NTBackup\data"
folder.
3. MPS Report
1) Download MPS report tool from:
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_SETUPPerf.EXE
2) Run the MPSRPT_SETUPPerf.exe on the server box.
3) Wait for 10~15 minutes.
4) Open Windows explorer, navigate to
%SYSTEMROOT%\MPSReports\Setup\Reports\cab\
5) Send the .cab file to me.
