Let me try to to explain it again.

If I understand correctly, you want to install SBS Standard on one machine and then install SQL Server Workgroup on another machine running Windows Server 2003. You want to buy CALs for SBS 2003 and use the same CALs to access SQL Server Workgroup. Please correct me if I'm wrong.

The SBS 2003 CALs can be used only with the SBS products as long as they are on the same box. For the SQL Server Workgroup, you need the "sql server" license, plus workgroup CALs to access it. http://www.microsoft.com/sql/howtobuy/default.mspx

You'll need separate licenses for the SQL server. Since you have SBS 2003
standard you need CALs for that version to use the products of that version.
You can't buy CALs for the Premium version since you don't have the Premium
version

As far as i know, and i could check on microsoft site, there is no
differentiation on the CALs for standard and premium.
