thank a lot,
i have test to recreate the internet explorer/Quick Launch directory and all work fine now..
but i don't know why Windows don't create it when i add the bar... :S

From the description, I understand the issue is that quicklaunch bar can not be created and you get a "unalbe to create the toolbar" error. If I am off base, please don't hesitate to let me know.

Let us refer to the following steps to troubleshoot the issue:

I have reproduced your problem,the root cause is that %userprofile%\Application Data\Microsoft\Internet Explorer\Quick Launch have been deleted for unexpected reason.

Please just copy the quick launch directory from another machine to the %userprofile%\Application Data\Microsoft\Internet Explorer directory.

then the quick launch will work fine. so the root cause is missing file.
