Thanks for posting here and thanks for Costas's input.
From the description, I understand the issue is that you want to accessshared folder on the server from outside internet. If I am off base, please
don't hesitate to let me know.
Let us refer to the following steps to troubleshoot the issue:
the best method is to use VPN,you can use the remote access wizard to
enable the VPN on the server. and re-run CEICW to enable VPN access,then
you can access the server shared folder from outside.
It is recommended that you take into the following article to get detail
information to configure internet connection in SBS 2003 environment:

make sure terminal services and remote web workplace to get ticked in
firewall setting.
as for the RWW method,it is RDP to the computer.firstly,you should enable
remote desktop on the server and clients.then you can connect to the server
and internal clients by RWW.
the clients should be XP or 2003 server.
Note:only administrator can connect to server by RWW.
