Before we go further, would you please let me know more details regarding
the current installation?

Do you get SBS 2003 from retailer or OEM?

As for the " OEM version of Small Business Server" error message, based on
my research, please perform the following steps:

1. Add the following registry key:

| HKLM\software\microsoft\smallbusinessserver\IsRunFromWeb value 0x1 |

2. Then run the SBS CD1 to re-install the Server component.
