Can I have two IPs on my external interface, or have two external

Sure, I do that for having a separate external IP that can point to a
website hosted on the IIS box so that externally I can use HTTPS
without changing the port number. To add an additional IP address to
your external NIC go to the properties of that NIC in Network
Connections. Click on the TCP/IP properties of the NIC and then
choose "Advanced" and under "IP Settings" click "Add" and put in an
additional IP address to be attached to the NIC.
