Basic issue is new website under development and the company is
trying to access/evaluate the site. But the site was developed using
the DNS in most of the code and therefore fails to work since it's
actually at the IP of
1.2.3.4.

If we can change the DNS server (on SBS2k3) to point
www.microsoft.com to
1.2.3.4 this would resolve the problem.

For SBS2003 and other Windows 2003 DNS servers, add a domain forwarder in
DNS on the forwarder tab (Top section, NOT ALL Other DNS Domains). You could
also add a "Stub Zone" to your DNS server for this external domain.
