Redirect DNS Server

Anyone know if this is easily accomplished?
Have a legit dns site (example: www.microsoft.com)
We want to have any reference to www.microsoft.com point to IP: 1.2.3.4
(public ip)?
Basic issue is new website under development and the company is trying to
access/evaluate the site. But the site was developed using the DNS in most
of the code and therefore fails to work since it's actually at the IP of
1.2.3.4.
If we can change the DNS server (on SBS2k3) to point www.microsoft.com to
1.2.3.4 this would resolve the problem.
