If you're referring to the Intelligent Message Filter in Exchange 2003
SP2, I usually recommend that as the first step in an anti-spam program.
It's free, and fairly simple to configure. If you're not happy with the
configuration options or the results, you can always move on to a 3rd
party app or service after seeing what you like or don't about the IMF.
