Hello Mike,
Thank you for kind update.
We recommend customer use Change Server IP Address Tool to change SBS's IP
address, but not "Configure Network Connections".
On the SBS 2003 Server open the Server Management console. Go to Standard
Management\Internet and E-mail. Click Change Server IP Address in right
pane.
After you change the SBS external interface IP address by Change Server IP
Address Tool, please rerun the CEICW immediately:
Go through the follow KB and Rerun CEICW carefully.

Note: You still have to run the CEICW again after you install ISA server
2004.
