I just audited a bank where the admin had created a group policy that
configured proxy server settings in Internet Explorer for a non-existent
proxy server. These users or computers that had this policy applied did not
have internet access with IE because they could not find the proxy server.
This worked well for non-technical authorized users, but is has no effect on
an unauthorized user or unauthorized application.
Users that knew enough could temporarily over-ride your proxy settings if
they know how, but most users wouldn't know how you were blocking them, or
have any idea of how to over-ride your settings.

Hi,
On a SBS 2003 STD environment, how to implement the policy so that certain
users will not be able to browse to the Internet, while others can. As it
is a SBS STD, there is no ISA component. This leaves the option to use
group policy, but how? Or is there any other ways?
