This usually indicates an error with Picture Manager's ability to send a photo via e-mail. You can verify this by opening Picture Manager, finding a pic just in a regular folder (e.g. My Pictures) and trying to send via email from within Picture Manager - and you'll probably get the same error.
Try running Detect and Repair from under the Help menu in Picture Manager, then try it again . . .

I just put all our catalog pictures on our Intranet for the sales people to
email to their clients, if needed. Some people ( W2K & XP), not all, have
problems emailing from the Intranet. They get the message "Microsoft Office
Picture Manager: The message could not be created. If Outlook is running,
make sure it has no open dialog boxes, and then try again."
I am one of the workstations who cannot send email from the intranet site
and my Outlook is just open and nothing else.
I deleted my computer from the server and rejoined the domain with
http://myserver/computerconnect but that didn't change anything.
Anyone with an idea ?
