I am working on putting out fires at another location at the moment. I will post later tonight

Dan is correct, the KB842693 may help for you:
You receive a "HTTP 400 - Bad Request" error message when you try to use
the Monitoring and Reporting snap-in or the Backup snap-in on a Windows
Small Business Server 2003-based computer
