One cause of the errors you are describing is a server running low on
memory, possibly some mis-behaving app with a memory leak. Have you used
Task Manager to look at available memory when those services have shut down?

am CONSTANTLY having issues with my server stopping "smtp", "web
publishing",
"dcom", etc. I thought that maybe this was all related as I have 3
customers
with the same server setup on static addresses that never have issues.

I should be looking for other reasons for the failures?

Why would you want to do that setup?
If you have two ISP connections then you need a firewall that can handle
two connections and then create a rule that routes HTTP traffic outbound
to the Cable connection. This also permits a fail-over if you set it up
right.
