Hi Jacky,
Just want to do update this post and let you know my issues are resolved.
Appears it was the certificate being issued by IIS and also the conflicting
new issues with IE7 and SSL certificates. thanks for your assistance and
input.

Thanks for posting back.
As you said,you just get the errors in the application log,Let us refer to
the following steps to troubleshoot the issue:
1.Please check the server configuration at
http://localhost:8081/default.aspx
click set default content database server,in the textbox,it should be
servername\SharePoint
click set configuration database server,in the database server textbox,it
should be servername\SharePoint,in the SQL Server database name,it should
be STS_Config,then select "Connect to existing configuration
database",click OK,what's the result?
2.run cmd and run iisreset command,and restart MSSQL$SHAREPOINT service.
3.If issue persists,You may try the method in the following Knowledge Base
article to eliminate the event 1000:
An event ID 1000 error message is logged to the application event log when
you restart Windows Small Business Server 2003

Event ID 1000 is logged one or more times in the Application log and users
do not receive e-mail notification when content on the Web site changes in
Windows SharePoint Services

833183 You receive a "Cannot connect to configuration database" error
message when you access your Windows SharePoint Services Web site
http://support.microsoft.com/?id=833183
4.if issue still occur,please backup your database and change database
name
from STS_servername_1 to STS_servername_1047021953.to do so:
1.stop Mssql$sharepoint service
2.rename database name
3.start Mssql$sharepoint service
If the issue persists, please help me collect the following information
for
analysis:
%systemroot%\System32\config\AppEvent.Evt
%systemroot%\System32\config\SysEvent.Evt
