I am sorry for the delay due to the weekend.

Based on my knowledge and research, the error 0x8004010f happens when
Outlook cannot download Offline Address Book from the Exchange Server. I
would like to provide the following suggestions to troubleshoot the issue.

Step 1: Check the OAB settings in Exchange Server Side.

1. Open Exchange System Manager.
2. Expand Recipients-> Offline Address List, under Default Offline Address
List properties, on the general tab verify that a valid Address List is
populated under Address lists. If not please add one. (The default is the
Default Global Address List). And then in Offline Address List Server box,
choose Browse and select the valid Exchange 2003 server.
3. Back to Exchange System Manager; check the properties of each Mailbox
Store in problematic Administrative Group, to verify that the correct OAB
is referenced under the General Tab.
4. Back to Exchange System Manger, expand Folders, right-click Public
Folders, and then click View System Folders.
5. Expand Public Folders, expand OFFLINE ADDRESS BOOK, and then expand the
container that contains the offline Address Book.
For example, expand /o=First Organization/cn=addrlists/cn=oabs/cn=Default
Offline Address List.
6. Please make sure OAB Version 3a and OAB Version 2 presents.
7. Right-click OAB Version 3a and OAB Version 2 respectively, and then
click Properties.
8. Click the Replication tab, and then configure the replication schedule
and public store information.

If it is not the case above, in order to provide you with efficient
support, and to relieve you of the burden of trying unnecessary
troubleshooting steps, please assist me in collecting some detailed
information:

1. Please log off your computer and ask another user who doesn't encounter
the same issue before to log on your computer and configure your Outlook to
create a new profile to access his/her own Exchange mailbox. Verify whether
the issue disappears here? If the issue persists in another user's mailbox,
we can consider that the issue is caused by Outlook client-side
configuration. Then we can focus on the troubleshooting steps in Outlook
client.

2. Please log on another computer which doesn't have such issue before by
using your own domain user account, create a new Outlook profile to access
your own Exchange mailbox and then verify whether the issue disappears. If
the issue persists, the issue is much possibly caused by Exchange Server
configuration of this special user account.
