Thank you for posting here.
According to your description, I understand that you get error when you
install ISA 2004 on your SBS 2003 premium. If I have misunderstood the
problem, please don't hesitate to let me know.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
1. Please run the CEICW first:
You have to rerun the CEICW to make sure your SBS 2003 server have right
network configuration. Go through the follow KB and Rerun CEICW again
carefully.

2. Please confirm the installation steps with the following page carefully.
If you did not use the following steps to install ISA 2004 on SBS 2003,
please use the steps in the page:

Note: the step three is Install ISA Server 2004
If the issue persists, please kindly help me collect some information for
further investigation:
1. Please capture screenshots on the error messages and send the pictures
to me at v-terliu@xxxxxxxxxxxxx
2. Please collect the MPS Report for analyze:
a. Please download the MPSRPT_SETUPPerf.EXE from the following link and
then run this tool to gather some information from the problematic computer:

15706/MPSRPT_SETUPPerf.EXE
b. Double-click on the MPSRPT_SETUPPerf.EXE file.
[Note] This process may take some time; however, it will not have a
negative effect on the performance.
c. A CAB file will be generated in the
%systemroot%\MPSReports\Setup\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.

| I recently installed a fresh copy of SBS 2003 Premium and SBS 2003 SP1
from
| Microsoft genuine media. Following the order of installation, the last
item
| installed was ISA 2004 standard. I immediately received an alert
reporting a
| Resource Allocation Failure with "Web Proxy unable to bind port 80 and
443 on
| my internal IP and the loopback IP 127.0.0.1"(This is an abreviated error
| message). I found two KB articles that address this issue. One discusses
| Disabling Connection pooling in IIS(Does not work with IIS 6.0) and the
other
| refers to the use of httpcfg.exe to set IIS binding for only the internal
IP
| of the website. I had previously installed the same with no problem. My
| network configuration has not changed. I checked to make sure both NIC's
were
| working properly - they are. I have two NIC's installed, one is
configured
| for external network through a local router (IP: 192.168.0.xx) and the
other
| is the internal domain NIC (IP: 192.168.1.xx). My public web returns a
403
| forbidden error from any external computer.
